WHERE I COME FROM
Born and raised in Lowell, Massachusetts, Francisco Maldonado has dedicated his life to serving and improving the city he calls home. A proud graduate of Lowell High School and the University of Massachusetts Lowell, where he earned a Bachelor’s degree in Criminal Justice, Maldonado has consistently demonstrated a deep commitment to his community.
Leadership and Community Involvement
With over 28 years of service in the Lowell Police Department (LPD), Maldonado has held several prominent leadership roles. He served as the President and CEO of the Lowell Police Association from 2015 to 2017, as well as its Treasurer from 2012 to 2014. His active involvement extended to being a Board Member for the Massachusetts Association of Minority Law Enforcement Officers, where he advocated for equity and representation within law enforcement. Beyond his service in policing, Maldonado contributed to the Nabnasset Lake Country Club as Vice President and as a member of its Board of Governors.
Public Service Beyond Law Enforcement
Maldonado’s dedication to public service began before joining the LPD, with four years of service in the United States Air Force as an Aircraft Crew Chief. His experience in the military instilled in him a disciplined and service-oriented mindset that continues to guide his work. As a lifelong resident of Lowell, Maldonado offers a unique perspective informed by firsthand experiences. His ability to negotiate peace and mediate conflicts as a police officer translates into a thoughtful, solutions-oriented approach to policy making. He emphasizes the importance of forming partnerships and learning from others to tackle challenges effectively.

Inspired to run for City Council for Lowell's District 8, Maldonado views this new chapter as an opportunity to further his lifelong mission of serving the community. He envisions a city that fosters economic growth, affordable housing, and a more inclusive civic environment. His deep roots in the community and personal journey from humble beginnings have shaped his desire to be a bridge for Lowell’s diverse population helping them achieve success.

Diego is a certified therapy Goldendoodle and the heart of the Maldonado Committee. With his warm spirit and wagging tail, he’s a proud supporter of his dad’s campaign and a champion for inclusivity. Diego believes in a world where everyone—regardless of ability or mental health challenges—is valued, supported, and included. Whether he’s bringing comfort to those in need or simply spreading joy, Diego is always ready to make a difference, one paw at a time!
